Why is the ink light staying on and on button light is blinking. what do i do to make it work?

The Epson printer won't recognize the ink cartridge when you have dried or empty ink, outdated printer drivers, ink cartridge not installed and much more. You can easily fix the Epson printer not recognize ink cartridge issue with simple steps.

on the front of the printer there is s stop/rest button hold down that for 20 sec that should over ride the empty message

Your problem lays in to one of the output capcitors in the circuit board. To have it repaired would cost more than purchasing a replacement printer these days.
I would just purchase a new one instead

Not sure what type printer you have since you didn't mention that, but on most printers when the light is blinking the ink is low, if it stays on solid it is about totally out of ink.

This some times works.

Also if you are using the Refillable ink cartilages stop they always cause major issues

1) With the printer powered off but connected to a power source, press the Power button while pressing and holding
the Stop/ Reset button.
2) When the Power is lit, press the Stop/Reset button two times while pressing and holding the Power button.
3) When releasing the Power button and the Stop / Reset button (regardless of order), the printer will move into a
service mode. (Waiting for menu selection)
4) When the on/off lights in green, press the Stop/Reset button the specified number of time(s) according to the
function listed in the table below.(Each time the Stop/Reset button is pressed, the LED lights alternately in
orange and green, starting with orange.)Note: press 4 times for waste ink counter reset.

I had the same problem with the light black and light magenta as well. It took trying only one new cartridge with the light magenta before it worked.
The light black took 4 new cartridges before it worked. I had called the Epson support center on this problem and after going through suggestions they made that did not work, I told the guy I had another new cartridge on hand. He said to go ahead and try it. This time the printer worked. He took my name and address and said the other cartridges were faulty. Epson is sending me new replacement cartridges at no charge.

The light you describe is the ink light.
When that light is blinking, try this.

Turn on the printer. Open the front cover and look at the carrier for the ink cartridges. There is a white arrow right above the latch for the color cartridge.
Once the carrier stops moving, the white arrow should be pointing to a symbol which represents the problem (the reason the light is blinking.) Examples are low ink black, low ink color, sick black ( replace ) , sick color ( replace ).

IF you have just replaced your black cartridge, you might need to replace your color cartridge too.
This printer will not work without both ink cartridges installed and full.
You cant print with a full black and an empty color cartridge unfortunately, even if you only want to print black.

Secondly, to run the software your printer has to be in service mode. Do that by
- unplug cable
- press and hold "power" button
- plug cable
- press "resume" and release
- release the "power" button
At this stage, your computer will detect a new hardware

Run the software.
