are both the iPad and Apple TV connected to your Apple ID iCloud account ?
on the Apple TV, look in
- settings
- accounts
- iCloud, iTunes & App Store.
both devices should be using the same account ID, and I suggest you turn on "Home Sharing" on the Apple TV as well.
on the Apple TV icons, there is one for "Photos"
you should check to see what photos are shown there if all of the above account logins have been done.

You can get a cable from ebay easily enough, once connected to your PC and switched on, if you PC doesn't recognise your camera/phone, then I suggest you go to the manufacturers web site, follow links for support and/or downloads and download the respective drivers.
No. Photos and other files must be downloaded or uploaded to or from your PC via bluetooth. A bluetooth USB device for your computer can be purchased online such as from eBay. You will have to turn on bluetooth on the phone as it ships with it turned off by default.
if your phone has a menory card why dont you put all pics on your card then take card out of phone and put the memory card in a pc with a card reader but you may need adapter if you need adapter buy one of ebay or send all pics to a phone via bluetooth that you can work with
