The DLL's are on the install media. You can Google each DLL, but sometimes that is risky as they may be infected. You can usually copy the correct version from a second computer. This process can take a long time depending on how many you are missing.
1. Insert the Microsoft Windows XP CD. Note: If you have a recovery CD or a restore CD and not a Microsoft Windows XP CD it is likely the below steps will not resolve your issue.
2. Reboot the computer, as the computer is starting you should see a message to press any key to boot from the CD. When you see this message press any key.
3. In the Microsoft Windows XP setup menu press the R key to enter the recovery console.
4. Select the operating system you wish to fix, and then enter the administrator password.
5. Type expand d:\i386\ntoskrnl.ex_ c:\windows\system32
6. You will then be prompted if you wish to overwrite the file type Y and press enter to overwrite the file.
7. Type exit to reboot the computer.

Try running a Windows Repair by putting in a recovery cd you got with the laptop, if not simply reformat and reload windows.

Error Message: Load needed DLLs for Kernel
Translation: Important Windows XP program files are missing or damaged. Solution: This
error is confusing for several reasons. First, many users may not
understand that the kernel is the main program file in WinXP, the heart
of the operating system. Second, the term “load needed DLLs” is just
ambiguous enough that you might not know how serious the error really
is. Unfortunately, this problem cannot be corrected by just rebuilding
the system Registry or restoring files from the WinXP installation CD.
You’ll need to perform an “in-place install” of the operating system,
which will destroy most of your settings such as Internet Favorites and
all of your applications. The good news: An in-place install will
usually not overwrite files in your My Documents folder and will keep
other files located in other directories (as long as they are not
operating-system-related). To perform an in-place upgrade, you’ll need
to boot from the WinXP CD, which might require that you enter the BIOS
(Basic Input/Output System) of your computer and enable the Boot From
CD option. Then, when the install starts up, select the Install WinXP
option and follow the remaining instructions.
