You can't. You need to replace the receiver or the complete mouse. Receivers don't appear to be sold separately. A new one is $134.

We're sorry to know that you lost the USB receiver for your Surface mouse. Unfortunately, you cannot pair it to any USB receivers since the mouse and its USB receiver were matched and mated to one another and Microsoft don't have "Unifying Receivers" that will let you pair the Mouse to a different one

Edited my information out. Take Larry Ng's advice.

Try to unpair and repair the mouse to it's receiver by using the Unifying Software:http://www.logitech.com/pub/controldevices/unifying/unifying250.exe

To unpair the device:
1 - Open the Unifying software
2 - On the Welcome window, click Advanced...
3 - In the left pane, select the device you wish to unpair.
4 - On the right side of the window, click Un-pair, and then click Close. This will remove your mouse or keyboard from the list of Unifying devices and it will no longer work with your computer.

To pair the device:
1 - Launch the Logitech Unifying software.
2 - At the bottom of the Welcome screen, click Next.
3 - When you see the "Restart the device..." screen, follow the on-screen instructions to turn your device off and then back on.
4 - When your device is detected, you'll see a "We have detected your..." confirmation screen. Move the mouse around to see if the cursor moves with it.
If your device connected successfully, click Yes and then Next.
5 - Click Finish to exit the Logitech Unifying Software (or Pair Another Device to pair additional devices). Your device should now be connected.

Try the mouse on a different USB port as well as on a different computer if the issue persists.
Also try to clean the mouse, without opening it, with compressed air.

If it's a bluetooth mouse or a logitech unifying mouse then you can find a receiver elsewhere (not sure if the unifying receiver is ever sold separately). Other than that the wireless stick for each mouse is pre-paired with that mouse and I don't think you can get replacements even from the manufacturer.

Each receiver is made to work for one type of thing so if it is a different model mouse then the reciver then it most likely won't work.

What does the device manager say about the hardware?
It could be loss of the usb device controller. Windows XP is old and that is an indication that the hardware is old too.

Go to Start/Control Panel/ Add Hardware. There's a hardware wizard there which will help you.
