Because the water from the wash is still inside it and has not drained. So you need a new drain pump!

It is possible that the machine does not start off the cycle because there are errors or feedback from the inputs. For the program to start up the main program controller must initiate the INLET/MOTOR/DRAIN pump/ valve to open up and allow each function to be driven from the flow into the drum as also the drain valve to open to exit the water at the point of the program cycle. If this does not happen then the voltage at the valve/motor/pump must be checked or the fault relates to no voltage from the controller. This means the controller is a suspect.

Also check the heating coil , check the voltage at the time of heat wash , if not the controller is a suspect. check cost estimation before you proceed.

The problem is most likely that there is still water residue at the bottom of your machine. If the machine is not fully drained it picks up some of the residue and sprays that onto the dishes during the final rinse, leaving an unhealthy and unsightly film on everything.
Remove the bottom strainers plates and make sure that the outlet pipe is not kinked, that there is nothing obstructing the pipe or the pump or selector valve. If possible back flush through the outlet pipe and try draining the machine once more before using it again.

There is no belt for spin instead thier isa coupling which directly couples the motor to the transmission.
if your machine isnt spinning yet does drain the wash/rinse water the coupler is the most prable trouble if it doesnt drain the water the lid switch would need to be checked

Just had this problem and fixed it by installing a new timer. Be sure to remember the order the wires were attached on the old timer.
