Two ways you can set up an email account in the mail app on your IOS device automatically or manually. The only suggestion I have since I dont know what type of forum,
1.is to send to your e-mail then post.
2. Go to your forum and then search for picture from the forum page. There usually directions.

Not sure but on my Android tablet once I use the picture player there is usually a upload or backup option to send a picture to a device or online account. Personally I use WD MyCloud to transfer pictures but that because I have one of their DLNA servers. You can also just "send" it to via your email to another email account and and then access it on the PC by logging into that account from a browser and then downloading it. I have had to do so on some android devices.

Is the dell wireless? Do you have an Internet Service Provider account? If so, you can do this. you either go on the Internet and find your ISP account. Open it as you open in in your computer then you find the button in your email account that says Send a Picture, or Send from Computer and click on it. You will be taken to a page where your folders are, or you will be taken straight to the My Picture folder. There, select your picture and click OK button. Now the picture is in the email, all you have to do is type the email address of the recipient add a word or two in the Subject field, e.g. 'Dear Julia, here is a photo of me' and click on Send.

If you don't have an email account (Internet Service Provider), you can still send pictures using the GMail accessed from the phone company's own Internet provider, e.g. Vodafone, etc. The GMail is provided by Google and is already in the tablet as an App with a red M icon. Click on that and make yourself an account. Then you can start sending photos. Explore and learn how to use GMail.

If it is your iPad, you must know the unlock code. and the password connected to your Apple id. If you entered three times a wrong code, the iPad locks up and only can be unlocked when you enter your password, belonging to the Apple account the iPad is connected to.
This security is so strong it is not hacked. The legal owner still can send messages to it. Perhaps he /she did send the picture?
If the iPad is really yours and you have the invoice, take both and your ID, to an Apple store and ask if they can help.

I have a 10 zepad tablet and i can't do anything with it like takes pictures set up a goggle account i can get on facebook and that's about all trying to set up goggle account so i can down load apps
