That is normal. All E2 two speed Rainbows make that sound. It is because it has a brushless motor that the computer is controling, and the computer is controling everything. The motor rotor has no coils on it on the rotor, which is very small and light, and the computer gives it a small power boost when you first turn on, then increases the power until ir reaches full speed.

You can find the manuals for sale for almost all Craftsman units at sears.com and navigate to the craftsman site and then to customer service parts and enter the model number and they will typically show you a parts breakdown of the unit and also offer replacement manuals for sale. Look for a red primer button/bulb and push it in slowly 3 times at the middle of it
if you do not have a primer then just hold the top bar down and pull the rope 2 or three times until it starts
check your oil first to be sure you have a safe zone reading on the dip stick before all of the above is attempted. The bottom bar maybe a self propelled engage lever which you can use after it starts.
