did you take off the top, cover.?
and see if the flywheel turns easy by hand, key in other hand?
my Mercury can be rope stated at the flywheel.

that clicking sound is the starter failing
99% is dead battery, caused,
A starter uses 10 times more current than accessors, so we use car battery known good and test the starter that way, and make sure the battery connectors are not rusty.(aka: corroded)
1: battery no good. or 2 connectors to it rusty.
2 starter bad or the solenoid that drives it.
3: engine seized.
Use a multimeter to check that power is actually getting to the motor when you operate it. As you have suggested, the relays may be the problem, as they have bad contacts so no power is getting to the motor, in which case you need to replace the relays.
starter solinoide sounds like it failed if its clicking ! remove engine cover and as a friend cranks the key listen where the click is and it will have the +wire from battery and then a wire to starter , check connections are tight and if all ok then replace solinoide !
Make sure there is not a spring loaded locking lift latch engauged. If there is you will see a little movement and then the motor will sound slower. If there is no movement and the motor runs the same speed with no change you are low on hydraulic tilt and trim fluid.

The head bolts are torques to 16.7 lb ft run the bolts in to just snug then starting in the middle and work outwards in a rotational pattern. After running the engine up to temperature shut it off let sit for a few minutes and then re-torques the bolts again in the same pattern.
water prop? if your talking about the Propeller that rotates to propel the boat. only replace it if fins are missing. Aluminum and stainless steel propellers can be rebuilt. If your talking about the water pump impeller. the answer is yes. its rubber and should be replaced seasonly
First make sure you are not in transit mode. Some outboards have a lever which keeps the motor tilted for trailering. You should have a fuse for the tilt motor, check that. If the pump is turning and it sounds like it is whining you are pushing air and either lost your hydraulic fluid or have an air bubble in the system. Check your fluid reservoir.
