Clean any black sooty carbon from inside the throttle body bore and plate as well as idle air control valve passageway . The soot restricts air at idle and as soon as you open the throttle by applying the gas pedal it allows enough air to run smoothly .
If it isn't a dirty, blocked air filter, the EGR is always a firm suspect (Exhaust Gas Recycler). The EGR recycles a limited amount of exhaust gases and can become quite gummed up with soot and oil.
The Saab 2.2 tid suffers from this big style. Cleaning - takes about 30-45 minutes - usually solves the problem.
I wouldn't imagine that cleaning your VW EGR will take long or be too difficult. Have a look on the following link:
If you checked outside and it's not draining properly, try sticking wire with a pipe cleaner attached through pipe. Make sure wire is flexible enough to go through pipe and make sure pipe cleaner is secured. Or just try to blow compresed air through line.
Yeah the mixture is too rich.Didn't say but are both plugs sooty?Anyway,if jets have been ok then all they could be is dirty and you'd have other problems.Take air cleaner off and make sure choke plate is fully open with choke lever off.Adjust all the fuel/air screws for proper idle and throttle response.Check voltage of spark from coil. Then try differant heat ranges in plugs to get hotter fire.Just a thought. Are you sure it's soot and not oil residue?Oh yeah, when you have new plugs in before you fire it up wipe out the ends of the pipes, real clean. Then after it runs awhile look at the pipes.Sooty? gray?black?Gray or lite tan is best.Try heat ranges til you're happy.
#1Your Air fuel mix ratio could be set incorrectly
usually for propane if it is adjustable it should be almost all the way open.
#2 you might have the incorrect orifice or it is plugged or damaged.
#3 your exhaust could be blocked
soot build up means that the fuel is not burning efficently and unspent fuel is escaping with the exhaust.
You most likely need to get a maintenece kit on it what that includes is the fuser. It could be tht the fuser itself is damaged or has burnt toner on it causing it to apear dirty
the oil consumption could be worn piston rings or the egr is clogged and forcing oil into the air intake but that new of a car its unlikely unless someone sugared the gas tank the sooty exhaust could be from the oil consumption
