There are some tips to help you free up more space on your iPad:
1. Remove apps that you don't use often.
2. Clear up cache and cookies. Navigate to "Settings > General > iPhone Storage", where you will find a list of your apps and you can check exactly how much a specific app occupy your iPad space. Then enable the Auto Delete button to clean up the files and cookies.
3. Upload pictures and videos to iCloud, and then toggle on Optimize iPhone Storage.

You can transfer the photos from your iPad to the computer, then delete them from your pad to free up space.

Or if you don't want to delete any photos, you can use an iPhone iPad cleaning tool, like PhoneClean to remove the junk files on your iPad which reclaims 40%-60% space. What is the Other on my iPhone and How to Remove It

Plug it into your computer and open iTunes. Click "Photos" and follow the instructions to sync your photos. Then empty your library. If you don't want to sync with iTunes, you can also use your favorite camera importing app like "Image Capture" Just choose "Delete on Import" options and your iPad will be clear when finished.

How to empty the trash can on iPad

- there is NO trash can on any iPad.
however you can empty some hidden cache etc. and free space by making a hard shut-off.
To turn off your iPad, first press and hold the Sleep/Wake button on the top-right corner of your iPad. After a few seconds, the red "slide to power off" slider will appear. Simply swipe it to the right and your iPad will power off.
-wait about 20seconds (until the dim-lighted spinning wheel disappears) and turn it on again

Other applications won't run says storage full

you may want to check and make sure you didn't run out of space on your iPad. To do so connect your ipad to your computer using the usb cable and open up iTunes. Once connected and open look on the top right side of the itunes window and you should see a "ipad mini" tab. click on that and it should give you all sorts of info about your ipad mini. look on the bottom of that window and see how much/many "GB FREE" yours show. if your ipad mini is full its time to delete some of the apps you don't use. Also import photos to your computer to free up a lot of space on your iPad. In my experience photos, music, and movies take up a lot of space
