The tv high voltage "H" horizontal transistor IC is dead.That "H" transistor IC sit out side outer wall of the FBT-the flyback transformer,that the big black block of a plastic,with a red wire with a cap hook up to the CRT-(tv tube).Best take to the shop for repair,because part for analog tv are impossible or near impossible to find and do for the replacement.
The fuses are located on the inside of the set, remove the back cover and follow the power cord in, there should be a main ac fuse near the cord on the circuit board. Toshiba usually has a second fuse further up the power supply.
You have some bad grounds on the Vertical IC. In addition to this, in the immediate area of this Vertical IC, are a few bad capacitors. Look for this IC mounted on a large heatsink. It may have seven pins . I cannot remember for sure. I have not worked on this particular TV, so I cannot give you specific locations. But I assure the problem is in this area!
