Everything is running inside and out it's just not cooling. When I grab the a/c lines there not hot or cold.

If the refrigerant has been accurately charged and diagnosed, I would look for an air restriction. Check your filter first of all. It sounds like it may still be trying to freeze up. Make sure all the vents are at least a little open and the return grill is not blocked. In the Rocky mountain region we like to see around 44- 50 deg. at the vents. 65 would tell us that everything is not ok.

SOURCE: uotside unit blowing cool air but hot on the inside
It sounds like you have a unit called a heat pump. When a heat pump unit is in cooling mode the outside unit blows hot air and the inside unit blows cold air. If the outside unit is blowing cold then the indoor unit is most likely blowing room temperature or warm air. It sounds like the thermostat could be controlling incorrectly or you could have a failed reversing valve which is the device that switches the unit from heating to cooling mode.

You air handler and condensor run off of two seperate circuit breakers. They share the same control voltage source. With the air handler responding to the thermostat setting, we know you have control voltage. You either have a problem with the line voltage at your condensor or something is happening in the control. Check your circuit breakers and/or fuses to your outdoor unit. Also, look for a red button near the area where the refrigeration pipes enter your condensing unit. Push the red button. If it starts to run, your unit went out on High Head Pressure. A dirty air filter this time of year can cause head pressure problems in the heat cycle (assuming this is a heat pump). Also check for cleanliness of the condensor coil and ensure proper operation of the outdoor fan motor.
There are a couple of components inside the condensor that could prevent it from running. One is the contactor. If the contacts are pitted or if a bug crawled in between them, it will prevent the unit from running. Another component is the Dual Run Capacitor. If this fails, it could prevent operation of your outdoor fan and compressor. Don't forget to check all your wires and connections. Always shut off all power prior to reaching into the electrical compartment.

Check the Following
Is your filter clean? Look and the evaporator in the inside unit. Is it frosted up? Do you have condensation water in the pan? Go to the outside unit and feel the air coming out of the fan. Is it warm? Now feel the 2 copper pipes coming out of the unit. Is the small one warm or hot? Is the larger one cool ? Is there moisture on it?

If the airflow is good and the air coming out is not cold, your
home air conditioning problem may be a temporary problem - your coils
may have frozen. Turn the unit off for an hour to let them thaw, then
try again. If cold air is now present, freezing coils were the problem; if the
problem recurs soon after turning on, you may need to replace the coils. Again,
call a pro. If you have ceiling vents in upstairs rooms and the air flowing
from them is consistently warm, you probably have leaky or poorly insulated

Another likely home air conditioning problem if you have good
airflow but no cooling is that the breaker to the outside unit is shut
off, which, depending on the installation, can either cause the air
conditioning system to not run at all, or to appear to be running but not
provide any cooling. If you can hear the compressor fan running outside, the
breaker is on, but if the outside unit is silent the outside breaker may be
off. If switching it on does not solve the problem, look for the high pressure cut out on the
condenser and try resetting that.
