Have you tried turning the impeller gently by hand? Sometimes this gets jammed.
If it is running but water still isn't flowing you may have an air leak. You can locate one of these by running a hose along the seams and waiting for the pump to prime.
If the impeller turns easily but still will not spin when power is supplied your motor may be dead. If you feel a vibration or noise when powered up and the impeller still will not spin the magnet on the impeller shaft may have detached from the impeller drive.
Except for the motor all are easy fixes with inexpensive parts that should just drop in.
You need a rebuild kit for the valve and possible a sand change. Sand should be changed ever 3 - 5 years or so depending on overall pool conditions.
The gasket inside the valve is out of place and therefore allowing water to leak out the waste port. Use a gokit to replace all the gasket/orings and you should stop the leak.
If the flow is still bad, inspect the sand and change it if necessary.
