This symbol
indicates an empty or missing backup battery. The backup battery allows
the camcorder to retain date, time and other settings when the main
power source is removed.
The flashing symbol is not recorded by the camcorder so you can continue filming without problems.
To
stop the flashing symbol remove the old backup battery and replace it
with a new one, or recharge the built-in lithium battery if the
camcorder has a built-in rechargeable battery.
Note: when the
backup battery runs out during filming please do not remove the power
supply (battery pack) before the camcorder is powered from a household
power source and power adapter, or the user settings and date/time will
be reset.

This is problem of defective ccd imager and ccd imager needs to be replaced.
canon will replace it free of cost as Canon announced scheme of free ccd replacement scheme for few models.

I had the same problem with my ZR800. After lots of searching on the net I found out what the symbol indicates. It means that the little battery that holds the memory for the clock is weak. It's under a little cover behind the main battery compartment. I put in a new one that the flashing icon is gone. I put the battery I took out into another ZR800 and the icon started flashing on it. A simple solution that Canon should have posted in the manual.

The red flashing symbol means that the backup battery needs to be replaced. I'm not sure that it is what is preventing recording, but you can change it and see if it works.
The backup battery is a CR2025 button battery. It is located under a square plastic cover, beneath the main battery. Take the main battery off and you should see this cover. The backup battery should be installed with the + facing out.
