It appears that the radio has been locked out from service. Return it to whom you got it from.

From pg 35 of the manual:
D D Stun and Revive
The dispatcher can send MDC 1200 signals that will stun or
revive your transceiver. If a Stun command is received that
matches your station ID, the transceiver will display "SORRY"
and you can not receive or transmit. When a Revive com-
mand is received that matches your station ID, normal operation is restored.

Can I use an Icom AT-180 ATU with my ICOM IC-7300 HF radio

AT-180 ATU is not intended for IC-7300. Icom IC-7300 have a built-in tuner already. maybe you can use a special cable or interface to use the AT-180 on IC-7300.

Display has stripes

This is a typical failure mode for this rig. The only repair is to replace the display. Check with Icom, I think they still stock the proII displays, if not, out of a scrap radio is your only hope

How to add frequencies/channels to ICOM IC-F21 two-way radios?

Sorry, but your radio is limited to 16 channels in the 400-430 and 440-470 MHz ranges. The number of channels cannot be expanded, nor can the frequency coverage.
