I would suggest you call your carrier. It is possible to disable picture messaging from their side. If that is fine then they can walk you through your settings.

You need to use a service that supplies data. Voice only will work to make voice calls, but won't have a data plan associated with it. Data only plans will work, after a fashion, but you would need to use Skype to make voice calls...
So a voice+data plan assigned to a SIM is what you need to use a phablet properly.

Seems like it needs to be configured, though not all tablets support dongles i.e Karbonn-Samsung Galaxy and lenovoA1000 & A30
First, (1) put 3G sim into dongle and connect dongle to tablet. You may have to wait several minuets for tablet to find internet, if it does not, continue as below.
2. Now go to 'settings' and select the 'More' option .
3. Select 'Mobile Networks' > 'Access Point' Name (APN) 4. Then select New APN option.
5. All you have to do now is make the following changes in the bracketed entities [ Name, APN and Dial Number]:-
-> Set the network name. Eg:- For Tata photon just write Tata or TP or anything, as you like it.
-> Set the APN,> search the net for your service provider's APN. Then write it precisely.
-> All the dongles come with dial number. Check your dongle purchase paper or the manual or just search it Google. And then fill the same here as the Dial Number, save and you are done. eg. For Tata Docomo it is #999 and Reliance it is #777.
NOTE:
After plugging the dongle, a default APN gets created in the APN setting's page.Try to feed the settings by creating a new APN.
Karbonn, Samsung Galaxy and Lenovo A1000 & A3000 tablet does not support dongle.
By far and large the above steps will work with all the dongles and Tablets. You could also go to 'You Tube' and seach for Video info which may be quite helpful. Regards Silverfox160
If you are using a cellular iPad mini and you are using WiFi turn off WiFi and your mobile network will allow you to send pictures its classed as sending an MMS message if it still won't work you need to get the MMS settings from your network (Vodafone, o2 etc) or if you have a WiFi only iPad then you can't use Imessage to send pictures as it won't work over WiFi but messaging will
