We need to know what is doing exactly in order to get the proper help. But if it get stuck in the boot, or it's in a bootloop after a hard reset, then you should flash a new firmware. That should fix it without a doubt. It's actually very easy, once you know how to do it. Click and hold down the Sleep/Wake button (located on the upper-right corner of your iPad). While you're holding down the Sleep/Wake button, hold down the Home button as well (located on the front of your iPad at the bottom). Hold down both buttons until your iPad powers off. It will reboot and start again with a small silver Apple image on the screen. It takes about 30 seconds for the iPad completely start up.
best learn the principles of your tablet first
first when a battery is less than 10% it takes up to 5 hours to recharge not 5 minutes
next many tablets do not recharge when in operation so you have to shut down to allow the recharge to work
because the battery was dead flat , of course it will reset as that is the same as removing or installing a new battery
