Which Dell 113x do you have? There are the Dell 1130 and Dell 1130n Monochrome laser printers that do not have a scanning unit. See

In general, for multi-function printers, the unit must be in a ready to print state. (Out of ink messages will stop the unit from scanning.) Next the full software package should be installed before connecting the USB cable, if that is used. If the OS finds the drivers, you may only get the printer drivers.
Next two-way communication must be allowed. For a USB cable, don't use a cable longer than 6' and replace it if there is a communication error. For a network connection, make sure that the firewall is set up to allow the communication. Finally, try to launch a scan from the computer, using the software that is part of the full package. You will need to have a scanning monitor launched during boot to look for button presses on the scanner. This monitoring software requires some setup before it correctly responds to the button presses. For Windows, this is the Dell Scan and Fax Manager (on the 1135n). You need to enter the Properties section for the printer. Then go to the Set Scan Button tab and use the Available Applications list to move the desired applications to the Front Panel Scan Destination. You should also set the file type here. In the Scan Property section, set the default destination for scanned images, the standard resolution, and other items. Also make sure to set the type of connect in the Change Port tab.
