SOURCE: Outside fan will NOT turn off
A relay can be welded "closed" and cause this. It is in the outside half of the air conditioner. If you have printed circuit boards, it's a lot harder to guess what's wrong from over here, but I've actually seen this problem when it was caused by a relay. Of course, I am assuming no person has been in there changing wires around.
Open it up, find the relay where one of the fan wires is going, give it a sharp rap with a screw driver handle. If that fixes it, replace the relay.

567C024RCU In this model number is the # 24. That stands for 24,000 btu's. This is a two (2) ton unit. Has this two ton unit cooled ok in the past? if so replace with the same size. But make sure yo change the indoor coil to match the size "and" efficiancy of the ew unit.

Good possibility. WIth the unit powered off and unplugged check the clearance of the wheel and the collection basin underneath, Debris could be the source but I suspect the bearing is failing on the motor

The unit is 2.5 ton system. many units can replace the existing, you can upgrade to a 3ton if you wish without problems or upgraded ducting if enough ducting exist.
Brands that will almost fit as is are Payne, Day and Night, Rheem, Ruud.
