If you are only have this issue when using Scanner and Camera Wizard then this would be an issue with your operating system, and you will need to contact Microsoft. If you are able to scan using the HP software or MS Paint then the printer is working correctly.
Is this concerning an HP Printer? If so, HP has released a repair patch for dozens of models that were affected by a problem with a software update directly from them!
Use your model # to navigate HPs site to find you models software updates, then find the one which has in its description, that it is a repair patch for their management software.
That's really bad quality (and a waste of a 4.7GB DVD) for 8 minutes if it's really 500kb; the opposite if it's 500kb/s. It sounds like you're using Windows 7, but an unspecified error is pretty useless! Try examining the message for details, and look in application logs (you might have to enable them) to get a proper error message. That'll let you know what trouble it might be having upsampling your video to DVD.
Try uninstalling and reinstalling the driver. If it occurs again, the the manufacturer of the scanner of yours may have some special thing (security) in the flatbed of the scanner. Like for example scanning money or so.
