Use a flashlight to locate the jammed papers inside the printer.
Check if the jammed papers are located inside the printer such as the rear tray, duplexer, rollers, and Automatic Document Feeder.
If there are any jammed papers, remove it from the location mentioned above.
A false paper jam issue may be resolved with the help of the steps mentioned below.
Use the Power button to switch on the printer. Unplug the power cable from the printer's rear.
After a while, reconnect the cord. Press the Power switch down and then turn on the printer.

Sorry, I've never had this fault. I assume the error is on the printer and not in the windows print manager? Have you ensured that there is no paper left in the printer and powered it down for a few minutes and then turned the power back on?

1) UNPLUG IT FIRST ... then take off the left side cover ... the envelope thing comes off by squeezing the lock tabs in slightly (they are on top and bottom off the envelope thingy near the front and you can just see the slots of the lock tab when you open it up ... press in the middle of the slots ... press the top one down while opening ... and bottom one up). Now you should be able to remove it and see two torx screws ... remove them and remove the cover.
2) You will see a few large gears and a clear plastic disc with some numbers on it. Gently turn the gear closest to the front corner of the printer ... the clear disc should turn too ... but if it doesn't, this is likely your problem. If it doesn't turn with the other gears, gently turn it at the same time you are turning the gears to free it. After it turns with the gears, align the square to the bottom.
3) Finally, slide the printer cartridges to the center of the printer carriage.
4) Now put it all back together and try it.

The paper is probably jammed between the fuser and the rear cover if you can't see it.

Based on encouragement from olsnake above, I fixed it easily. It definitely WAS the encoder wheel (a thin clear plastic disk printed
with timing marks) on the left side of the paper-feed roller, as you look at it from the front. This wheel provides motion feedback to the paper feed control software. If the disk is detached/loose, the device thinks the paper feed roller is stuck or impeded, and thus gives the annoying error.
What I did:
1) Remove the scanner assembly (it comes off with a few screws, and is a totally separate unit; The printer works with it completely disconnected (after it complains that the scanner is malfunctioning). Beware that you don't break off the little control panel. Or you can be safe and remove the one screw holding it on, by prying off the 'HP OfficeJet...One" plastic cover.
2) Once you have removed the scanner assembly:
at the left side you will see three white plastic gears meshed together; the farthest one is covered in a circular black
plastic cover. With some care you CAN remove this cover without any additional screwdriver work.
3) in my case (and most others I bet) the thin disk was detached from the gear to which it should be attached. I just shoved it back on, so it was tightly mated to its white gear. You should also ensure that the clear disk goes through the optical sensor at the bottom (mine was).
4) I did not bother to replace that cover, if you can do it, good for you.
5) Test, and reassemble.
This is about the WORST product engineering imaginable. But I have a working printer again!

This may work for you, it has worked for many here I given this advice so gave it a try it could work for you
Generally when this happens, something has fallen into the printer, or a piece of paper has been jammed in there.
First step, remove the ink cartridge, and turn the printer upside down and gently shake it, see if anything comes out.
If nothing goes, or you can't hear anything rattling around, get a piece of cardstock paper (60lb or heavier) and gently push this through the printer, to see if it will help push out what might be stuck in there.
And gave the rode that the ink slides on a good clean and maybe a bit oil on cloth and wipe the rod with it.
Also clean The purge unit, called a spittoon assembly in an HP, Lexmark, Caonon and other inkjet printers, is where the print head assembly parks when not in use, also its other job is to clean and make sure the print head is clean and open for printing.
That is where you'll find the print head assembly parked on top of it.
It also has an electrical pump to milk the print heads and test for ink flow.
So clean all under where the heads are parked and on IP6600D models you can take out the heads just by clipping them out, and then clean well.
