I think you will have to create your new Page and then report the old Page as 'impersonating' your Page.

on your facebook page, on the top blue line, click on the little arrow to the right of the lock icon. click on setting and click on security. about 3/4 down the page you will see.... deactivated my account. click on that, enter password and that is it.... done and gone.

You can only delete facebook pages if you have the password.
