1) New batteries are the wrong type.
2) Reset the TV unplug it from the power socket for 5 or 10 minutes and plug it back on,
3) Now try the remotes again.

Your tv have problem with the LCD panel drive circuit normally know as timing control board (t con). Normally bellow 32 inch tvs the t con board is integrated to the panel itself. so you have to go for now lcd panel for your tv. www.electro-medical.blogspot.com
IF your LCD is flickering there are 2 possible causes: bad cap(s) in the power supply chain or (almost) died backlight's CCFLs. If you have enough knowledge/hands you can fix both on your own, otherwise to buy a new device is going to be cheaper nowadays.
It probably has a cracked circuit board. If you want to repair it on your own open it up and see if you can find where that cracked section is and see if you can resolder it back properly.
If it is a crack in the lcd screen then the replacement cost is going to be worth more than a new tv, Panels are a very expensive repair and generally not cost effective to do,
