When you have the portafilter loaded with the ground coffee and nothing comes out when you go to pull the shot, it means you probably tamped too hard and or your grind was too fine and you tamped with too much pressure so you choked the pull. Fresh coffee needs less pressure on the tamp. Whereas, stale coffee needs a finer ground and more pressure on the tamp otherwise it will flow right through without any resistance and make a watery sour shot without crema. Coffee beans should be ground fresh each time. Coffee is at the peak of freshness between 4 days and two weeks out from being roasted. There is always a balancing act between to grind and the tamp.

The relief valve has a toggle inside that is heat activated. This can stick. I found if you tap it with a spoon the toggle will release and the valve will close.

Check your screws in the bottom of the portafilter, If they are too tight the spring mechanism inside can't do its job, adjust them and it should work. Also, don't over fill your portafilter, if you put too much coffee in then there is to much pressure and again the water will flow from the top. Hope this helps

It seems to me that your pressure stat which is inside the base of your machine needs replacing. I would try to give it a good descale and if this doesn't do the trick then a new pressure stat is what you need.
