When do you use fan setting on air conditioner?

when it's on 'auto', the fan adjusts according to the temp in the car and the temp setting you have it set at. try setting the auto temp control down to 65, then hit the "-" one more time to send it to "LO" - the fan should automatically jump up to max.

Try the fan only setting. If it still buzzes, that would mean a fan issue. An object obstructing the fan, or a bad fan motor. If it runs on fan only, but buzzes on a cooling setting, that would indicate a compressor issue.

You hear the compressor kick in (Hum) but no fan comes on? Will the fan come on when just in fan mode, not cool, or do you have that set-up?

Most thermostats have a setting for the fan called, "manual". That keeps the fan on continuously. The electronic thermostats can fail in a "fan on" condition. That would require a new thermostat. I also saw one air conditioner with a fan relay welded "on" by electrical surge. That would require a new relay.

If it's in Energy Saving mode, that may be normal.

may be a bad fan motor or loose wire, however some units have dip switch settings on the circuit board preventing the fan from coming on.
