SOURCE: BATTERY CHARGER RADIO SHACK DELUXE 10 CELL
I would go to Radio Shack and have them explain the proper charging procedure as well as inquire about the red and green lights as not all chargers go green when fully charged-Normally red indicates a charging action and if a charger has no fully charged light, then a required charge time period is noted in the instructions. Batteries can be ruined by over charging!
SOURCE: Batteries require several charges in order to reach fully capacity
I wont exactly call this solved but I called duracell and they think the batteries are old. They are sending me a new set of batteries.
SOURCE: LED Light on or off indicator
on my charger the red lights are only to tell there is power connecting especially when you have two battery's behind each other on the bottom of my charger there is a guide as to how long you should charge each battery as to size which are aaa 7hours max
aa 24hours
c 24hours
d 24hours
9v 24hours
hope this helps glenn............
SOURCE: Charging Batteries
This could happen if the batteries have been recently used, and are "hot". Chargers use one, or a combination of, "end of charge" detectors. Either it's timed, detects a slight drop in voltage, or senses temperature. Try waiting 30 minutes to an hour after use before charging. Also, be sure the ambient temperature is within parameters. Too hot or cold (we live up north...gets cold in the garage) will affect the charger.

Rechargeable batteries just don't last long in digital cameras unless it is a battery pack made specifically for the camera.
