Titan appears to be repackaged sinkmaster garbage disposal.
There is no service manual or installation manual on brief web search. However link above has manuals sinkmaster and other brands .

It sounds like the garbage disposal has a fatal short, and the reset won't push in because there is an electrical failure inside the unit.

If i understand correctly, you tested the wires where they connect to the garbage disposal.
Those wires connect before the garbage disposal reset button.
If the reset button is locked in, then the reset is not popped out.
If reset will not reset, then the popped-out reset will push in but not click down.

If the reset is clicked in, and you hve 120V on the line, and the garbage disposal doesn't make any noise, then the motor is bad.
There are no replacement parts for garbage disposal.
