Try to press the button on top, with the two logos, and make sure you did put the camera in Smart Capture mode. It should work fine then. If it still does not work, contact your dealer, or a certified Kodak service centre.

Kodak easy share C143 the shutter wont open

this is not much to go on. If I would have the camera in my hand, perhaps I should see more. Like if there was a scene on the display, after I switched on the camera.
If everything else looks ok with your camera, pleas look if your camera is still in the Smart Capture mode. Press the button on top of the camera, with the two camera logos on it (still and video camera) en use the arrow up and down keys on the back, to goto the Smart Captuer mode. When there, the camera should work correct. Most of the time, your camera is caught up in a scene mode, like beach scene, and does not have enough light to focus and therefore does not take a picture. It also could be in the video mode, without you knowing.

Shutters on the lens won't fully open

Stuck automatic lens covers are fairly. But usually it's very easy to fix, without even opening the camera. See this link for troubleshooting steps for this problem.

I need drive kodak EasyShare C143 Digital Camera

You may download Kodak software from here.

Bear in mind that you don't need a driver. The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program such as Picasa.

Check your card isn't set to write protect then try re-formatting again in the camera, if it still doesn't work, try another card. The card you're using could be faulty.

How do I turn the date stamp on I have a Kodak C143

The C143 won't deface your photos by scribbling a string of numbers across the image. However, the date and time (and a lot more) are stored with every image. Any photo editing program will show you this data and allow you to put it onto the image. Depending on the program and printer, you may print the date on the image, in the margins, or on the back. Please refer to the documentation for whatever program(s) you're using to view/print your pictures.

If you can't find it, please feel free to reply to this post, specifying the program(s) you're using.
