What you're looking for is having to replace the small SMD IC that the tracks from the HDMI ports lead to.
Sometimes that is all it takes, other times it needs more and just today I've had a case where we just couldn't do anything as the damage seem to have spread to the large processor.
(it wasn't on a Vizio board, it was on a Sanyo, but the concept is the same)

You may have a damaged set but there are a few things you can try.
1. First, unplug the set from the wall receptacle and leave unplugged for say 15 - 20 minutes. With no power connected, hopefully the circuits will completely discharge and perhaps a reset may cause things to work correctly again. Not optimistic this step will help but it is worth a try.
2. Try another hdmi cable.
3. Try another hdmi port on your tv if you have more than one.
4. Try another device. Perhaps the device you are attaching to your tv has a problem.
5. If you have another tv with hdmi ports, test your cables and devices with the other set.
Hopefully one of these ideas will help.

My 37" vizio I bought in Dec 2007 did this (green screen at start-up on all inputs). At first it went away by itself after you left the unit on for 15 minutes, but then 2 days later the whole thing DIED. Luckily Costco has a 90 day return policy on TVs.
Vizio tech support suggested this (before it died that is):

try to reset
all setting
and then to see if the problem is solved.

Press the Menu on your Remote Control;
2.
choose Set up on the OSD;
3.
then choose Reset All settings;
4.
Press the Exit on your Remote Control to remove the OSD.

The main power supply , which is somewhat active even when the set is 'off,' is damaged.
With luck (a lot of it) it may have gotten enough spike to cause one of the (few) protective parts to fail, rather than serious damage having resulted.
Leave the set upplugged for at least hours (overnight is better) to allow certain components to discharge and remove the back panel from the set.
Look for obvious signs of burning/damage and possibley a fuse.
There is a part that limits peak voltages coming in from the AC line that often explodes when hit hard; if not in pieces, it is a disk-like device, mounted vertically with leads coming from the sides or bottom of the disk.
If you see only two wires sticking up and going nowhere, that is where the part once was and the damage is probably severe enough to make replacement of the supply necessary and this may not be the end of the repair.

One board takes in the HDMI as well as the other signals. Sometimes part of the board breaks and that is what sounds like has happend in your case. This is a fairly common problem and most people tend to just live with it. Others sell thier tv and a few find the number of thier board to see if one is available on ebay or shopjimmy. If you are comfortable with electronics the board is not hard to replace.
