Unfortunately the cost to purchase a panel for really any television can be as much or more than the tv itself. first thing would be check and see if the warranty is still valid if it is see if the company will fix or replace it if not then you will have to buy a new tv.
Some companies won't even consider selling a lone panel to a customer only to a repair shop.

If you wish to get some details; check the site linked here. Viewing it in "Mosaic" or "Magazine" will make surf easy. Pull up older posts. Surf the site with patience. Do a search by type in the brand name of your device at its search box.

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. You might have replaced the bulb. But, have checked the ballast? Checked whether ballast board get voltage from the power board? Check these.

You could see something for sure.

Verify the input you have the Roku plugged into is the one you currently have selected on the TV.

If that doesn't work, plug use a paperclip to press the small "reset" button button the Roku.

You can also choose to perform a hard reset:

If a soft reset doesn't fix your problem, a hard reset may be your only option. This will clear all data off the Roku 2 and reset it to factory default settings.
1. Remove all cables except the Power cord.
2. Using a paper clip, press and hold the Reset button on the back of the device for about 15 seconds.

It's a resolution issue before you connect to your rca tv drop your resolution down on your computer and see if you can get a signal. When you connect the hdmi cable it should automatically adjust the resolution but sometimes it don't.
