Have you tried to remove battery and wait 30 seconds then reinstall...see if this helps...

    Problem not solved. Nothing comes in display and its blinking i.e. display goes off & on. What to do next.

If not the contrast switch problem, u can try reset the machine by pressing "*13" and ON the machine.

The NVRAM on the SYS board stored information of MFP such as counters, serial number, settings and etc.
If u swapped SYS board, then the serial number of MFP will be different. U need to assign the correct Serial number at 08-995.
Or, use back your original NVRAM on your new SYS board.

How to replace battery in Zojirushi NP-HBC18 Rice Cooker?

Not that exact model, but I have replaced the battery in two others. The unit will likely have four screws in the bottom, possibly some snap-together hooks on the sides. The battery will be on the small circuit board under the display and buttons. It should be a CR2450 or similar sized 3V cell with two tabs soldered to the circuit board. My local battery store did not have exact replacements, but any 3V cell with the proper tab spacing will work. Make sure to note the polarity of the old cell prior to removing.

How do i replace the battery?

Remove the four screws from the back of the remote.
Gently remove the front half of the remote.
Remove the circuit board from the remote.
The battery is located on the back side of the circuit board.
Replace the battery with a CR2032 3V Lithium Battery.
Carefully reassemble the remote to ensure the water proof seal.

Please check the toner cartridge is actually emptied, if so replace it with a new one, if not, clean the contact of the chip, that locates in the back of the cartridge. You must use the genuine Toshiba toner cartridge, that has a chip circuit board on the back, those 3rd party cartridge created lots of problems, results lost of time and money that you would not like to hear.
