Try to autofocus first by half press the shutter button, after focus confirmed then fully push the shutter button. Basically camera won't take picture if the focus not focused correctly.
Okay this is completely on memory. With the button on the bottom pushed in the camera is waiting for your to rewind the film back into the canister after this is done lift the wheel (not the crank it can break) the wheel is just below the crank and the back of the camera will open so you can take the film out. Reload a fresh roll close the door and advance to the first frame you are back in business again.
the red light flashing means the set is in auto shut down, could be a power supply problem or a convergence IC problem. tech should first check all diodes and caps in power supply then replace convergence IC's
Try using the scan program provided by Hp already installed in your computer. Double click on "My PC" select the OfficeJet scanner icon and do a the right click, and then order to a scan.

Try removing the battery to see if lack of power will return the button.
If that fails take it back to the seller under warranty terms.
