Remove the bolt... if it still doesn't come off the safest way is to put a sacrificial bolt back in and use an air hammer to hit the bolt as the clutch slowly comes off... pb blaster helps a lot

Remove push rods to release pressure on tappets. If valves are closed you can just push down the rocker and move it off the valve stem, otherwise you need to loosen rocker bolt. Note push rod location and catch tappets as you remove the cam
You will have to hold the flywheel for removing the clutch. It may require removing the blower housing.
I use an impact wrench which loosens the bolt w/o holding the flywheel.
It's 99% a regular bolt (turn ccw to remove) since left hand threads cost more to buy the bolt and tap the hole and small engine stuff is made as cheaply as possible.
that engine uses 2 so if you have no spark from either one check your safety switches unplug the harness going to the engine and try then some have a module check for power in
it sounds like the jet is dirty in the carburetor. Remove the float bowl and in the center there should be a jet that you can remove and clean. There are small holes on the side of it which you can clean with a thin piece of wire. Clean the center hole also.
The woodruff / flywheel key is likely partially sheared. Pull off the air housing, remove the starting clutch, to get to where you can see the flywheel key. I bet you will find that the key has distorted. Easily replaced once flywheel is pulled. Make sure to use the correct key when replacing it.
Remove the blade belt and, if needed, the deck to give yourself more room to work. Apply your brake pedal and lock it down, this will relieve the tension on the ground drive belt.
If you have an electric blade clutch, find the plug where the wire goes over from the clutch to the frame and unplug it.(Electric clutch will be heavy when unbolted so be ready for it.)
In the center of the pulley or blade clutch you will find a long bolt (most likely a 5/8 head on it) You may need a deep socket to reach it depending upon the type of stack pulley on it, remove this bolt and the pulley should slide freely on the crankshaft. slide it downward and slip off the belt on the top of the pulley then remove the pulley the rest of the way
