That is a strange one there. I recall Xbox having an issue like that, but only if you were holding a button or control when the game started. I would say, take it to a friend's house and try it there. If it still does it, then you have a rare bad copy with bad code.
When you said this:
They said: turn on the DVD player. Hit "set-up". Scroll down to the "lock" icon. Scroll over to "Rating". Scroll over to unlock. Enter 0000. Click on Ok. Enter 0000 again, click Ok again. Menu should read unlock. Voila!, is that dvd on the tv or a normal dvd player
Try removing the battery from the controller (if applicable) or unplugging the controller, if that makes it stop scrolling we know its the controller.
Try then replugging or powering it back on, if its still scrolling make sure you try pushing/moving the D pad or analog sticks.
If you cannot get it to stop scrolling after that you may need to clean it out. you can use rubbing alcohol and a dust free cloth to clean the controller out (while unplugged and no battery in it).
Then replug/sync see if it helps. If nothing above helps you may need to try a different controller or replace :(
Hope this helps
The most common cause of the problem is a stuck/shorted button
either on the television or on the remote. The worst case scenario is a faulty key control board. Remove the remote control
battery or put it away from the television. Press the menu button on
the television and check if the menu scrolls by itself. If yes, the
DOWN button is stuck or shorted. You can actually hear or feel it click when pressed if it is not stuck.
Open the back of the television to gain access to the key control board. You can either repair/replace the faulty button or replace the key control board. Remove the screw holding it to the television casing. Disconnect the old board and install the new one.
Replace the remote control if the buttons on the television control are working properly.
