The switch is built right into the cover over the carb , there is a cable that runs right too it from operators handle

SOURCE: Troy Bilt Self Propelled Lawnmower drive belt

belts usually come off for a few reasons.
They become loose...stretch or the tensioner moves,  Make sure that none of the tightening bolds are slipping.  You can dab them with a bit of paint.
when the pulleys are not in alignment or crooked or bent.  Eyeball the path from one pulley to another, also make sure the tensioner is in alignment and there are no other obstructions.
good, high quality belts are required, and they must be real drive belts...not regular v belts.  If there is a way to watch the belt in operation you can usually see what's going wrong.
On my lawnmower I had to grind some metal away where the belt went from the motor to the transmission.  Good luck

What do I need to do next if the tension is gone on my craftsman self-propelled lawnmower.

The cable will need to be replaced. They tend to rust and become broken. The function of the cable is, it opens the kill switch and releases the engine break. Hopes this will help ya.

My 21" Mastercraft self-propelled, 3-in-1 mulching

There is a flywheel brake that is contolled by the safety bar of the handle. If the cable to the safety bar has broken or is no longer attached the the flywheel brake will be on. Not only that there is an ignition Kill switch as part of the flywheel brake. If the brake is on, the kill switch is activated.

Your mower needs some simple maintenence
1. Recoil assembly repaired or replaced.
2, Throttle cable and control repaired or replaced (Item 10 below link)
3. User Safety Bar cable adjustment or replacement. (Item 11 below link)

The above items are not a good reason to call your mower a parts source.

Without a model number I had to GUESS which model this was.
This is my best guess:
