This will depend on how badly the terminals have corroded. If it is a light coating on the terminals use a small piece of FINE sand paper to clean the terminal to a more shiny finish. If the terminals are thickly coated your safest option is to buy a new replacement pencil sharpener. They are usually cheap to buy.
If you look at the top of the sharpener there is a small 1/4" cylinder , that will twist off, then the unti can be emptied. The hole clear part does not twist, just the "cap" on the top.

It is easier to empty the iPoint Evolution pencil sharpener than you realize - place your hand on top of the clear lid and gently turn the very top until it lifts off. DO NOT try to separate the clear chamber from the base of the sharpener as this will prevent the sharpener from working (the exposed metal blades will stop working for safety reasons).
