This is actually the "Wii Play" game. You must unlock each game by successfully completing the previous game. In this case, I believe that you must play, and finish, Billiards or Laser Hockey to unlock Fishing, then complete Fishing to play Charge!, and so on.
Each Mii that you play on your Wii Play game must each go through the growing pains of passing each section first. You should be able to drudge through the games in about 3-5 minutes each. Once the games are unlocked, they stay unlocked.

copy the file which fits your Wii (Japanese or US or Europe) and use Winrar to open the ISO file.
Then burn the iso file onto a DVD with low speed like 2x.
Then, insert the DVD into your Wii and play the game like normal, it will ask for software update and click yes.
Then take out the DVD and check your Menu setting, it comes back.
