Have an authorized Viking repair dealer do it for you, there are not any user oiling locations on your machine. Use of the wrong lubricant on certain bearings can cause them to seize up.

It sounds like something is blocking the lever from coming all the way down. Clean and oil. Look for bits of lint or fabric. Use a flashlight and look very carefully and you may be able to see the obstruction.
