Question about Washing Machines
A make and model would have been helpful.... most common cause for that is the motor brushes being worn out... happens a lot on Bosch machines that are 5 or 6 years old.... machine wants to turn the drum but can't because the motor can't turn.... if you select drain and it does that check the brushes... there are video's on you tube that will show you how
other cause could be water coming in to slow and machine timing out, check hose filters and water pressure... open soap draw while its filling. if water seems to be coming in at a decent rate refer to the above but check this first

SOURCE: Water won't stop filling
If the water still flows in when the machine is off the inlet solenoid is faulty, if when you push start it fills and keeps filling then the problem will be with either the electronics or the pressure switch.
You really need to get someone who has experience with whirlpool machines to look at it for you.

You will need to check the capacitor on the machine. It can be tested with a capacitance meter the easiest. It can be tested with a resistance meter, but this will tell you if the capacitor is shorted or open. It will not tell you the capacitive value if the component has drifted out of tolerance. You put the meter across the terminals and watch the display for counting up to infinity. This will occur quickly and disappear very quickly. Now reverse the leads on the terminals, (reverse the polarity). The same thing should happen, but a bit more pronounced. It will once again rise very quickly and go to an infinite reading. This tells you that the capacitor isn't shorted or open internally. Here is the capacitor to order if you should find it bad.
