I was able to replace parts on the circuit board (P/N: 128301_timer_pcb) to fix this issue on my KCO253CU Kitchenaid Toaster Oven. R1 was visibly burned. On further troubleshooting, ZD2 was found to be shorted.
Known Failed Parts Replaced:
R1: 47 Ohm 2 Watt resistor
ZD2: 47V Zener Diode
Other Parts Replaced
C1: 1.5 uF 400 Volt Film Capacitor
ZD1: 5.1 V Zener Diode, tested OK but replaced anyway.

The element is failing and while it will probably not catch fire, it is better to be safe than sorry and just replace it. Does not look like a replacement element is offered. Sears has this toaster oven for $22.49 + $6.99 shipping.
There is a thermal fuse that breaks power to the heating elements if it gets too hot (somewhere around 173 C. I replaced mine with an identically rated fuse and it was good for a week until I tried to cook twice in succession. I then replaced the fuse with one that trips at around 190C and it's been good for 4 months now. The fuse costs about $6 on ebay (shipping included) and takes about an hour to replace.

Chances are very slim your toaster oven is repairable anyway if the heating element burns out. A replacement part is not available, and there's no way to reliably repair a break.
Even if it could be fixed, the low replacement cost makes it uneconomical. Parts and labor would run close to $50, maybe even exceed that price.
Unless you can find a part and do the repair yourself, small appliances today are throw-away items.
Go online and search up your exact model toaster oven and see if you can find a replacement parts website. If you can't, call or e-mail the manufacturer and have them send you a replacement.

1) the wire of the oven is damaged;
2) the thermostat is decalibrated or damaged;
3) one or more heating element is intrerupted or burned.
solution's:
1) check the wire an replace or repair where is posible whit similar heat resistant wire;
2) replace the thermostat whit similar one;
3) replace the heating element
I honestly believe that the burned element in my toaster oven is replaceable
like a burned out oven element or dryed element. I thought someone would
show me how to replace the element. That didn't happen. I am dubious
about the need for experts via a commitment to a specialists' plan.
