Power relay is defective. All contacts are not opening when power is removed. Located on small power supply board, upper rt side. s 901 part# FJ00142 should be under $10, do a google search with part number and 50 sources will appear.
I doubt if its the fuse. We just helped a customer with a very similiar problem. Its more likely that the convergence IC have failed and shorted out. When this happens one of the symproms is that the TV will shut down and chirp. Goto www.TvRepairKits.com and click the contact us button. Did the TV work but with a convergence eproblem before you changed the STK's.? If so it is very likely you have misplaced one of the several leads when reassembling the set. It is ususally a perfect cure. Power light flashing 4 times indicates this type of problem.
Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. If blinks continue without any pause, the main board is faulty.
It's not coming on probably because the safety sees a short and is sparing you smoke damage. Double check to make sure any solder didn't cross or drop to another set of solder joints on the bottom. Located in the power supply section of the unit.
There is a pico fuse (soldered in fuse) that opens up and there is no high voltage. The second click
that you hear when the set is turned on. This can be diagnosed With set unplugged, with an ohm meter
with a simple continuity test. I think the pico fuse is 4 amps , I am not absolutely sure. I have seen this problem in that unit previously. There
is also a convergence problem that occurs with that set. Scrivitron.
