This is a Vertical circuit failure. A number of parts can cause this. Vertical Output IC and or any of the peripheral components that work with it. Sorry, that is all I have for this.

I hate to give you bad news but about 90% of the time horizontal lines come from a bad panel and if that's the case the set isn't worth fixing as a panel costs hundreds of dollars
Check the ribbon cables in side the TV that connect to the panel. They are the left side looking at the back. Make sure they are all seated propporly. If that does not fix, then your Upper Y Buffer board needs to be replaced.
From your description it sounds like a yoke problem, you describe an hour glass picture which is a classic symptom of the horizontal sector of the yoke is at fault. The easiest way to test for this is a ringer tester, chances are it will show a short in the horizontal winding which causes the high voltage to load down and draw more current in the process.
HI, ur tv has problem with its vertical scanning side. vertical scanning output ic (integrated circuit ) may have some problem ( faulty or dry soldering in its leads). u can easily find out the vertical ic on ur tv. there will be four wire coming from the coil which is fitted on the picture tube neck, of which 2 will goto horizontal scanning section and the remaining two will go to vertical scanning section. just follow the two thin wire (normally in color green and yellow ). it will goto a socket on the main board. follow the track on the board. it will lead u to vertical scanning section. check for any dry soldering, if not , replace the ic. ok
The most common fault with this model is the flyback transformer assembly is defective. Along with this, the horizontal output transistor may have also failed. In some cases this failure occurs because there is a drive problem coming from the horizontal scan driver circuit that is ahead of the horizontal output circuits. There may also be some support components that triggered the fault in the first place and would also be required to be replaced. When there is this type of failure, it is possible that the power supply may also need some service.
On more rare occasions, there may be a simple failure from the main power supply buss, or a failure in some other circuit that is putting the power supply in to protect mode.
An experienced TV tech who knows your model of Sony set can troubleshoot it and determine the exact failures. He can then give you an estimate.
This model of CRT set was considered to be an excellent TV set. Unfortunately when the full digital service is established as the standard, and the analog service is discontinued, you will require a digital to analog conversion box for this set to work with TV stations. Some cable TV and satellite TV companies will be supplying the analog signal in their standard package.
It is probably you horizontal output or horizontal output drivers. The newer TVs derive all there power from the horizontal circuit. This can only be fixed by an experienced technician as that area produces in excess of 20,000 volts to light the screen. Don't try to fix it your self as you could cause more damage or be electrocuted.
If the screen is halved in a horizontal fashion meaning that the screen only goes up half way this is an indication of a vertical deflection problem, quite possibly the vertical coupling capacitor or a problem with the vertical drive signal. If the TV is halvedvertically meaning the either the left or right side of the TV is black while the other has picture, this could mean a problem with the damper diode, the Horizontal output Transistor, or the horizontal drive signal.
In either case I would suggest doing a ring test on the Yoke Transformer, The IHVT (Integrated High Voltage Transformer).
Also check the Vertical coupling capacitor, and the horizontal drive transformer (Ring test this).
You noticed that I included the Vertical and Horizontal sections? This is because you did not mention which direction your screen was halved in.
If it is halved to to bottom check the vertical circuitry, If it is halved left to right check the horizontal circuitry. For either one do a ring test on the Yoke Transformer.
Press and hold for a few Seconds the 2nd Button from the left on the front of the TV. The auto tune menu will appear on the bottom right of the screen. Wait until it disappears and then check the channels by using the buttons on the remote.
