Sounds like loose/burned wiring at the plug or spur unit .Check mains feed

I have a Hotpoint EW86X Electric cooker, I went to change the element and one of the cables that connects to the element disappeared down the back of the cooker, any ideas of how I can get to the cable?

Only by removing the rear outer panel of cooker, this will give you access to the element terminals..
If it is built in, then it will have to be removed from the housing.
