Possible micro SD bad sectors. To check your micro SD bad sector or not, you use the HD Tune software. To restore the capacity micro SD, which is done is Low Level Format. You can use the software HDD Low Level Format Tool.

Check the little white switch on the side of the memory card. That is the write protection switch. Turn it to the off position and try formatting again.

Using a Mac to transfer photos to a SD 2GB memory card. Halfway through, says it's full, even though it says there's space available!

The memory stick must have bad sectors in them. They are like a hard drive, they go by sectors, if one goes bad, it will shrink the size.

I cannot format my kingston 2gb USB flashdrive.

The drive is probably infected with some kind of viruses which are capable of creating bad sectors. What I would suggest is to run a virus scan on the drive and see if it finds anything. Then run check disk or anyother diagnostic tool of your choice. Norton disk doctor(if you have it) is very good at this job. If it still doesn't work then I would assume that it is some kind of conflict in the USB controllers and will guide you through the troubleshooting that.
