The monitor on my dual-monitor system is set to turn off after 5 minutes (to save energy and lifetime of the monitor). When I turn the sytem back on (mouse movement, etc.), the monitor flashes darkly (that is off, then dimly lit, etc.) at a high rate (10-20 times per second), slowly getting brighter in the on phase of the flash, until it is fully bright. Then it switches off. If I turn it off then back on (with the power switch) it will often stay on, without flashing, but sometimes turns off again, until I repeat that process.
It seems to me that this is some failure, and I am trying to contact Samsung about it.

Please check that all the cables are plugged in firmly on the back of the monitor and on the back of the computer.
However....
It sounds like the back light on the screen is faulty. If this is the case it is definitely a return for repair problem. You should be able to find the warrantly procedure for your area on the samsung website.
