Yes you would. On the power supply board under the heat sink. Do not upgrade the UF but you can upgrade the volts so if the caps say 10v 2200uf go to the 16v 2200uf and always make sure they are 105c degrees.
The Blinking light is an error code, most likely you just need to replace the bulb which is fairly easy, there is an access panel on the back and you should be able to replace your self. A new bulb should include basic instructions here is a link price is $110
There can be a few causes. One of the LED Modules has gone bad, The LED Driver board has gone bad and or the Power Supply has gone bad. You will need to have a good tech look into it.
There are two capacitors on the power supply board that have probably gone bad. Look for domed tops or liquid coming out. This was the case for my TV and a few others. Check it out, the capacitors are only about $1 each at local electronics stores, but are hard to find... so call first.
