If it is fully charged, press and hold the top button until the blue led light comes on. To get it into pairing mode you need to switch it off, then switch it back on but hold the top button down for 8 seconds until the blue light comes on and stays on
Your charger could be bad. Headsets do not usually show any sign they are charging. Leave it for 2 hours on charge then check the charge level as it shows in the owner's manual.
Return it immediately to where you bought it and exchange it for another brand. If you cannot find another comparable unit for non-bluetooth phones and must exchange it for another BT250 you may have to go through the excahnge routine several time before you get one that has a fresh battery.
These units have notoriously bad non-replaceable batteries and if the unit sat on the shelf for many months the battery is shot. Sorry for the bad news.
I had the same problem, called support, they told me battery is defective or too old and doesn't accept the charge. Battery in a headset is hardwired and can't be replaced, so the whole thing is trash :(
