During the boot process you will press F8 to bring up the safe mode menu. You want to press F8 after the computer posts and just before the windows screen comes up.
Also you cannot press F8 too many times so when in doubt just keep pressing F8 after you turn the computer on until the menu comes up.

You need to try booting in Safe Mode with Networking and if that fails then Last known good configuration should work. Below are the steps to perform Last known good configuration howver Safe mode with networking is also an option under "windows Advanced option". Now if you succeed logging in to Safe mode with networking then try performing system restore by going to Start....All Programs....System Tools and System restore.
Follow the steps below,
Step 1: Shut down your PC completely.
Step 2: Turn on the Power button.
Step 3: As soon as you turn it on start hitting the F8 key on your keyboard until you get to a black screen called "Windows Advanced option". (If you don't get to that that screen but you end up reaching the blue screen than that means you have delayed in hitting the F8 key. start again from step 1.)
Step 4: As soon as you reach "Windows Advanced option" use your down arrow keys to choose an option called "Last know good configuration".
Step 5: Select that and HIT ENTER.
Step 6: your PC will boot to the windows.
