It sounds as if you still have Carburetor problems.
Use
a Den Tek Brush, (http://www.drugstore.com/products/prod.asp?pid=165357&catid=1152), to
clean the small portals in carb. These portals can become blocked.
(If there is a small screen in the Carb., this can get blocked too.
Make sure that it is clean as well.)
Reassemble and start. (If there is a small screen in the Carb., this can get blocked too. Make sure that it is clean as well.)
If the carb. parts are more than 4 years
old, you may have to replace them.
If you need further assistance
on:
1. Fuel line replacement or
2. Carburetor kit replacement
Just
let me know.

Only 3 possibilities for no spark. First, are you using an inline spark tester to determine there is no spark? If so, here's your possibilities.
1. The on/off switch is shorted out.
2. There is a short in the wire(s) from the switch to the ignition module.
3. The module is faulty.
Dissassemble the engine cover far enough to access the module. There is a small wire that leads to a spade connector on the module. Disconnect this wire. Retest for spark. If you still have no spark, the module is faulty and must be replaced. If you now have spark, then the module is good, so back track the wires to the switch to determine if the wires are pinch or chaffed, or if the switch is stuck in the off position.
If you are not testing for spark with an inline tester, please, please go to Walmart or Pepboys or Autozone or NAPA or Sears and spend $7 to $10 on the tester....it will save you alot of trouble.
Good luck.

Here is a parts breakdown for your machine (found under MTD) with parts listings, diagrams and prices.

SOURCE: do all yard machine tillers use sae 30--can't find
Can you find the model number and the serial number on the tiller? This should be on the tine housing in a 2" by 3" plaque (on the top where it's unlikely to be damaged in use). If you can, then you can find the manual here:
http://www.mtdproducts.com/webapp/wcs/stores/servlet/OperatorManualView?storeId=10500&catalogId=20500&langId=-1 .
I don't want to assume what weight of oil you should use because your model may be different than the one in my shed.
I hope this helps.
