I never told what OS I run just to make answers fun. but there are only XP and VISTA driver for this came I see now.
Go to HP.com and find your webcam and there you will be able to download the software and drivers for it.
Why are you such a smartass. Plug n play still works and has for 15 years+
THe POlice here use XP. Wanna bet about your offline bull?
xp and vista only
OP never said XP ever
https://support.hp.com/us-en/drivers/sel...
XP is a virus magnet, the camera is never going to work with XP infected as it surely is. even now , infected, even 2014 infected.
XP is best not to be used again,
I love knowing the lame PoL-ICe uses XP.
"manifold issues exist on XP" for sure security.!

nobody runs XP now (below 0.2%) unless off the web.
running some old apps that are expensive to replace.? is one answer and is valid
DOD runs it , UK runs it in many places.
all have this 30+million dollar contract with MS. as so some ATM machines
but the OP is not working at DOD.gov
CIA.GOv, or for the bank.(ATM)
my answer is for the hyjacker for this old camera
POSTING and not tell the helper what OS your run is , very bad form.
BTW I have XP on a relic PC that runs only my car diagnostic computer tests (ECU /PCM )
in car and never once uses, the www for anything.(no network at all)
so I do USE XP and have all drivers
ever made for it, on my server.
btw 2:
they are all here too, all safe.
the webcam huge package is there.
do not let lack of HP missing fool you.
the camera is made by others and sold to HP.
At least with base driver ,SKYPE works.
the OP never said USE of the CAMERA once
and matters,
http://driverpacks.net/driverpacks/windo...
all packs above pass virustotal.com scans
and pass Malwarebytes pro.
and pass MS w10 windows defender, cans by me.
personally. and the packs are free and no malware inside, no nagging or other BS ads.
the are clean driver base, binary files and inf loaders.

You may be lacking in the necessary resources to run a webcam - Memory, Internet speed, bandwidth etc or the software has a conflict with the program you are trying to operate in.
You can contact HP customer care for advice

Go to this link http://h10025.www1.hp.com/ewfrf/wc/softwareCategory?os=2093&lc=en&cc=us&dlc=en&sw_lang=&product=3737180#N171
When you get there, select your operating system (ex: XP, Vista, or Windows 7). It will then show all the drivers for your operating system...scroll down see the webcam driver software and then download and reinstall it. Hopefully this will help...good luck.
